Costing Methodology

The methodology used is a basic and unified reference that supports government entities within the Emirate of Dubai determine the cost of government-related services. It is based on the ‘Almas’ method, which calculates the total cost of the services specified in the electronic government services directory system.

In order to adopt the methodology, the Dubai Department of Finance, in collaboration with Dubai Model Centre, is responsible for reviewing, updating and developing the ‘Almas’ method continuously, with support provided where needed.

The ‘Almas’ methodology seeks to ensure that fees, tariffs, and prices imposed by government entities for their services are fair to customers. It also aims to enhance ‎fiscal control and service-quality assessment; contain the cost of services to help government entities achieve their strategic objectives; and enhance the quality of services through optimal utilization of resources.
